Not all graffiti comes in the form of spray-painted tags. In this case, the spray paint is covered in stickers.
There are at least two ways you can look at it. For one, you may see it as someone breaking the law to counter someone who broke the law. For another, you may see it as people collectively piling on each other to try and express themselves. This is still up to more interpretations
